Requires health care facilities and providers to notify Hawaii's state-designated advocacy services entity or agency before transferring elderly individuals (age 62+) or individuals with developmental disabilities, mental illness, or other disabilities to out-of-state treatment, rehabilitation, or long-term care facilities.

Exempts prisoners in correctional facilities from the notification requirement.

Amends Hawaii Revised Statutes Section 333F-8.5 to add the new notification requirement while maintaining existing advocacy service provisions for persons with developmental disabilities and mental illness.

Recognizes Hawaii's insufficient capacity in community-based residential care settings and the need to reverse the practice of transferring elderly and disabled residents to other states due to lack of available beds.

Takes effect upon approval.
