Directors of health and human services must develop a comprehensive health and human services delivery plan by December 31, 2012 that evaluates service delivery efficiencies and recommends strategies to eliminate gaps and provide cost-efficient alternatives.

Directors of health and human services must review and update the delivery plan annually, reporting findings and recommendations to the legislature at least 20 days before each regular legislative session following December 31, 2012.

All contracts for health and human services entered into after December 31, 2012 must require providers to participate in the development or annual review of the health and human services delivery plan.

Act takes effect July 1, 2011.
