Amends Section 101-2 to restrict county eminent domain powers by stating that counties may only take private property for public purposes set forth in Section 46-61, preventing use of eminent domain for private purposes.

Restricts takings to enumerated public uses such as streets, public buildings, waterworks, parks, cemeteries, flood control, and urban renewal projects, with counties prohibited from acquiring property for purposes outside this specific list.
