Amends Section 163D-9, Hawaii Revised Statutes to expand the purposes for which the Agribusiness Development Corporation (ADC) may issue revenue bonds.

Adds authorization for the ADC to finance intrastate marine transportation options to help agricultural and maricultural product producers transport their products to local markets and consumers.

Reorganizes existing bond purposes (constructing/acquiring project facilities, acquiring agricultural lands) into a numbered list format while maintaining their original scope.

Takes effect upon approval.
