Amends Hawaii Revised Statutes Section 706-640 to add a new category (g) for calculating fines in criminal sentencing.

Allows courts to impose fines equal to triple the pecuniary gain derived from an offense when the defendant is a state or county employee and the offense is against the state or county.

Maintains existing fine limits for different felony and misdemeanor classes ($50,000 for Class A felonies down to $1,000 for petty misdemeanors and violations).

Provides that double pecuniary gain fines remain available as an option under the new subsection (h), formerly subsection (g).

Takes effect upon approval with no retroactive application to rights, duties, or proceedings begun before the effective date.
