Exempts multi-track Department of Education schools from the 180-day instructional requirement mandated by Act 167, Session Laws of Hawaii 2010 for school years 2011-2013.

Requires multi-track schools to implement a minimum of 171 instructional days (excluding professional development and non-instructional days) for school years 2013-2015.

Multi-track schools must still provide 1,080 student instructional hours for both elementary and secondary grades, matching the requirement for traditional schools in 2013-2015.

Addresses hardship concerns for multi-track schools, including elimination of common winter break and the need to hold Saturday classes that would result from the 180-day requirement.

Effective upon approval with no retroactive effect on rights, duties, penalties, or proceedings begun before enactment.
