Requires the Charter School Administrative Office to include a detailed explanation of the facilities funding formula and a breakdown by school when submitting budget and capital improvement project requests.

Permits charter schools to appeal denials of reauthorization by the charter school review panel to the board of education.

Requires charter schools and their local school boards to develop internal policies and procedures consistent with ethical standards of conduct pursuant to chapter 84.

Changes the frequency of charter school evaluations from every five years to every six years after the initial evaluation.

Establishes a task force on charter school governance, accountability, and authority to clarify relationships, responsibilities, and lines of accountability among charter school system stakeholders, with findings due to the legislature by 20 days before the 2012 regular session.
