Creates a temporary working group to study whether counties should implement form-based code zoning as an alternative to or replacement for existing zoning practices.

Form-based code zoning uses physical form and building design rather than separation of uses as its organizing principle, addressing building facades, street scales, and development character through visual diagrams and regulating plans.

Working group membership includes the director of the Department of Business, Economic Development, and Tourism (as chair), one planning department representative from each county, the Land Use Commission chairperson, and the director of the Office of Planning.

Working group must submit findings and recommendations to the legislature, county mayors, and county council chairs no later than twenty days before the 2012 regular legislative session.

Working group dissolves after filing its report; members serve without compensation or expense reimbursement.
