Makes the comptroller an ex officio nonvoting member of the state procurement policy board to ensure the board's independence.

Requires the state procurement policy board to conduct random compliance audits of a minimum of two executive departments, divisions, or agencies annually, selected at random.

Authorizes the state procurement policy board to select additional departments, divisions, or agencies for compliance audits based on patterns of noncompliance, circumstances indicating intent to circumvent procurement law, or other legal authorization.

Requires follow-up audits of any department, division, or agency previously audited for noncompliance or circumvention of procurement requirements.

Mandates the state procurement office report all compliance audit results to the legislature no later than twenty days before each regular legislative session convenes.
