Amends Hawaii Revised Statutes Section 431:10C-308.5 to require record reviewers for motor vehicle insurance medical treatment to possess sufficient professional training, credentials, and experience in treating the specific type of injury being reviewed.

Specifies that record reviewers must be competent to evaluate the specific treatment that is the subject of the record review.

Makes all records and charges relating to independent medical examinations and record reviews available to the claimant upon request.

Clarifies that the commissioner may adopt administrative rules pursuant to chapter 91 relating to fees or frequency of treatment for injuries covered by personal injury protection benefits, with such rules prevailing over the workers' compensation supplemental medical fee schedule if inconsistent.

Takes effect upon approval.
