Proposes amendment to Article XVII of Hawaii Constitution to change voting requirements for ratification of constitutional amendments.

Requires at least 50% affirmative vote of ballots cast as either YES or NO (excluding blank votes) at general or special elections.

Requires at least 40% affirmative vote of all ballots cast at a general election (including blank votes).

At special elections, requires majority of ballots voted either YES or NO constituting at least 30% of total registered voters.

Changes ballot count methodology to distinguish between votes cast on the question versus total votes cast at the election.
