Requires state departments and school districts to incorporate alternative energy designs into construction and major renovations of public buildings and facilities, including schools, to the fullest extent possible.

Defines "alternative energy design" as building plans using geothermal, solar, wind, ocean power, or biomass and solid waste energy as the dominant source of energy generation.

Applies to construction or renovation projects for which planning and design begins after June 30, 2013, with a specified dollar threshold (amount blank in bill text).

Amends education statutes to require the superintendent of education to ensure repair and maintenance projects conform to alternative energy design requirements while emphasizing cost-efficiency and standardization.

Effective July 1, 2050.
