• Appropriates general revenue funds for fiscal years 2011-2012 and 2012-2013 to the Agribusiness Development Corporation for operation and maintenance of the East Kauai irrigation system (amount left blank in bill text).

• Funds support the East Kauai Water Users' Cooperative, which has operated the state-owned system since March 2002 after Amfac Sugar Company ceased operations of the twenty-two mile ditch system and three reservoirs.

• Appropriation may not supplant other moneys already appropriated to the East Kauai Water Users' Cooperative for the specified fiscal years.

• System provides irrigation water to two thousand acres in Kapaa, Kauai and supplies water to Fern Grotto and Wailua reservoir, supporting agricultural operations and state plans for public fishing and recreational facilities.
