Requires funding for the Lanaihale watershed management plan to come from private contributions and available federal funds rather than state appropriations.

Mandates a one-to-three state-to-private funds match for any state funds allocated to the Lanaihale watershed management plan under natural area reserves and watershed management (LNR 407).

Assigns the Department of Land and Natural Resources responsibility to control and manage implementation of the Lanaihale watershed management plan.

Does not diminish or prohibit expenditure of state funds appropriated for the plan prior to the effective date of this Act.

Takes effect on July 1, 2030.
