Designates all state waters and submerged lands around the island of Lana'i as the Lana'i community-based fishery resource management area.

Establishes a Lana'i community-based fishery resource management area advisory committee consisting of island residents with knowledge of traditional fishery management practices, appointed by the governor with senate consent.

Directs the committee to develop and implement a management program incorporating traditional Hawaiian practices including seasonal closures during spawning, size restrictions, moon calendar cycles, and community monitoring of fish stocks.

Requires the committee to conduct community forums, implement educational programs, and promote enforcement through volunteers and community-based resource managers to build conservation support.

Mandates that the program be funded solely through private funding sources rather than state resources, with the Department of Land and Natural Resources providing administrative oversight; effective July 1, 2050.
