Adds new subsection (b) to Hawaii Revised Statutes § 103-55.5 requiring governmental contracting agencies to reject bids that are 10% lower than the next lowest bid or 10% under the agency's projected amount, unless the bidder provides a projected breakdown of employee hours and certifies compliance with prevailing wage requirements.

Requires low bidders to certify that employees will be paid not less than prevailing wages as determined by the Director of Labor and Industrial Relations when notified by the contracting agency.

Renumbers existing subsections (b) and (c) as (c) and (d) to accommodate the new subsection.

Applies to public works construction contracts exceeding $2,000 subject to chapter 104 of Hawaii law.

Takes effect upon approval.
