Renames the "Wireless Enhanced 911 Board" to the "Enhanced 911 Board" and expands membership from 11 to 13 voting members, adding one representative from interconnected voice over internet protocol service providers.

Broadens the chapter's scope beyond wireless services to encompass all communications service providers, including voice over internet protocol services, wireline providers, and data communications services like text messaging.

Maintains the monthly enhanced 911 surcharge at 66 cents per communications service connection, collected by providers and remitted to the enhanced 911 fund, with providers retaining 2% for administrative costs.

Allocates fund disbursements with two-thirds going to public safety answering points for equipment and training costs and one-third for communications service provider cost recovery, capped at one-third of each provider's contributions to the fund.

Takes effect July 1, 2050.
