Amends Hawaii Revised Statutes section 712-1215 to expand the offense of promoting pornography for minors to include dissemination to any person who represents themselves to be under eighteen years old, not just actual minors.

Changes the dissemination language from "to a minor" to specify two categories: a minor known to be under eighteen years old, or another person who represents that person to be under eighteen years old.

Adds section 707-752 (promoting child abuse in the third degree) to the list of class C felonies that may be charged by written information under section 806-83, Hawaii Revised Statutes.

Effective date is July 1, 2050.
