Adds the Federal Bureau of Investigation and United States Immigration and Customs Enforcement to the list of federal agencies whose officers may arrest individuals for certain offenses under Hawaii state law.

Removes the Citizenship and Immigration Services from the list of authorized federal agencies.

Expands arrest authority to cover assaults and crimes involving physical harm under chapter 707, offenses against public order under chapter 711, felonies, and situations where officers have probable cause or receive warrant information.

Updates the certification requirement to specify the Special Agent in Charge of the Honolulu Division of the FBI, Special Agent in Charge of the Honolulu/Guam/Commonwealth of the Northern Marianas Division of ICE, or Port Director of Honolulu of U.S. Customs and Border Protection must certify proper training.

Effective upon approval.
