Adds law enforcement officers to the list of persons authorized to access vital statistics records maintained by the Hawaii Department of Health.

Permits law enforcement officers, as defined by section 710-1000(13), to inspect vital statistics records when needed as evidence in criminal investigations.

Requires requesting law enforcement officers to provide identification and submit a signed statement under penalty of criminal prosecution for false swearing, verifying they are a law enforcement officer acting in official capacity and that the records are needed for a criminal investigation.

Takes effect on July 1, 2050.
