Increases the ceiling of the Brownfields Cleanup Revolving Loan Fund from $1,000,000 to $2,000,000 to accommodate federal EPA grant funds that must be disbursed by the end of fiscal year 2010-2011.

Authorizes emergency appropriation of funds needed to disburse a loan to the Department of Hawaiian Home Lands for cleanup of a contaminated site in Kapolei.

Addresses a critical funding shortfall where the Department of Business, Economic Development, and Tourism received a $2,000,000 federal EPA grant for brownfields cleanup but the existing fund ceiling of $1,000,000 was insufficient.

Takes effect immediately upon approval in accordance with section 9 of article VII of the Hawaii Constitution for emergency appropriations.
