Expands the renewable energy facility siting process to include biofuel production facilities and distribution infrastructure with capacity to produce or distribute at least 100,000 gallons of biofuel annually (reduced from 1 million gallons).

Adds "distribution infrastructure" to the definition of eligible biofuel facilities under Hawaii's renewable energy facility siting process.

Streamlines permitting for small-scale pilot biofuel projects by allowing facilities producing 100,000 gallons or more annually to qualify for expedited siting coordination.

Supports Hawaii's clean energy goals by facilitating permitting of biofuel infrastructure needed for utilities to increase biofuel demand and encourage local biofuel production.

Takes effect upon approval.
