S.B. 1247 Summary

• Transfers the Aloha Tower Development Corporation (ATDC) and its functions to the Department of Transportation, effective July 1, 2030.

• Reduces the ATDC board of directors from seven voting members to three voting members: the Director of Transportation, Deputy Director of Transportation (Harbors Division), and Director of the Department of Business, Economic Development, and Tourism.

• Expands the Kakaako community development district boundaries to include the Aloha Tower complex and surrounding waterfront parcels seaward of Nimitz Highway between Pier 4 and Pier 11.

• Transfers all ATDC assets, records, equipment, property, and employees to the Department of Transportation with no loss of employee benefits, tenure, or civil service status.

• Appropriates funds from the Aloha Tower fund for the Department of Transportation's operating expenses and allows fund moneys to be used for lease payments and waterfront improvement projects.
