Establishes an employment training and placement program administered by the Department of Human Services in cooperation with the Department of Education and Department of Health to serve persons with intellectual and developmental disabilities aged 16-65, with priority given to youth in transition aged 16-22.

Program provides services including individualized supports tailored to needs, job placement and skills assessments, job development and coaching, and support to maintain integrated gainful employment in the community.

Authorizes the Department of Human Services to use private service providers to furnish program services.

Directs the Department of Human Services to seek a Medicaid waiver to fund the program as part of home- and community-based services waivers and targeted case management programs.

Appropriates unspecified funds from general revenues for fiscal years 2011-2012 and 2012-2013 as matching state funding for federal Medicaid waiver funds received for the program.
