Appropriates $16,847,076 from the General Fund for fiscal year 2010-11 to the Hawaii employer-union health benefits trust fund for health premium payments for collective bargaining units (1), (2), (3), (4), (5), (6), (7), (8), (9), (10), and (13).

Allocates $8,119,044 of the above amount to the Department of Education, including the Hawaii State Public Library System.

Appropriates an additional $1,248,090 from the General Fund for fiscal year 2010-11 for health premium payments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as those in the covered collective bargaining units.

Allocates $257,402 of the excluded employees' appropriation to the Department of Education, including the Hawaii State Public Library System.

Any funds not expended or encumbered by June 30, 2011 shall lapse; the Act takes effect July 1, 2050.
