Amends section 37-94 to allow the Director of Finance to provide public notice of the state growth and expenditure ceiling using multiple methods: posting on the Department of Budget and Finance website, publication in statewide daily or weekly newspapers, or any other method deemed effective.

Removes the requirement that notices be published "twice in successive weeks" and instead allows flexible notice methods under section 1-28.5.

Amends section 42F-107 to allow the Governor or Director of Finance to notify grant recipients of unreleased grants using multiple notice methods rather than only the manner prescribed in section 1-28.5.

Requires notification of unreleased grant status once every quarterly allotment period beginning 91 days after the legislation awarding the grant becomes effective, continuing until final determination is made.

Takes effect upon approval.
