Permits individual public schools and complexes to voluntarily administer nationally norm-referenced tests in any content area for grades 3 through 8 and high school at their own expense.

Schools and complexes are responsible for all contracts and costs related to procurement, purchase, administration, scoring, and reporting of nationally norm-referenced tests.

Changes state law from requiring the department to establish statewide norm-referenced testing procedures to allowing schools to make their own testing decisions.

The provision allowing voluntary norm-referenced testing expires on June 30, 2015, after which common core state standards will be fully implemented statewide.

Takes effect upon approval, with the sunset provision for norm-referenced testing authority taking effect on July 1, 2015.
