Amends Hawaii Revised Statutes section 302A-605 to allow principals to meet certification requirements with five years of appropriate school-level experience including three years as a teacher, or equivalent experience as determined by the department.

Modifies vice-principal requirements to require appropriate school-level or equivalent experience as determined by the department, removing previous restrictive language.

Requires the department of education to establish alternative routes to certification for principals and vice-principals through administrative rules.

Defines "alternative routes to certification" according to United States Department of Education regulations for Race to the Top fund applications under the federal American Recovery and Reinvestment Act of 2009.

Becomes effective July 1, 2050.
