Authorizes the Department of Education (DOE) to monitor students with disabilities placed at private schools or placements at DOE's expense, whether through direct payment or reimbursement to parents or guardians.

Requires private schools and placements receiving DOE funds to allow department access for monitoring, including direct observation, record review, compliance with health and safety laws, and verification that students receive services specified in their individualized education programs.

Mandates private schools and placements post itemized rates, fees, and tuition by April each year and charge the DOE the same rates charged to parents who unilaterally place students at the facility.

Requires private schools and placements to provide copies of student records to the DOE within three business days of request.

Allows the DOE to withhold payment to any private school or placement that restricts or denies monitoring; exempts schools that are full and accredited members in good standing of the Hawaii Association of Independent Schools.
