Authorizes the chief information officer to employ persons exempt from Hawaii civil service chapters 76, 78, and 89.

Transfers the shared services technology special fund from the department of budget and finance to the department of accounting and general services.

Establishes a trust account within the shared services technology special fund and authorizes the chief information officer and comptroller to accept donations and raise funds for the committee.

Requires the chief information officer to submit annual reports to the governor and legislature on activities, programs, and expenditures of the information technology steering committee no later than twenty days before each regular legislative session.

Appropriates unspecified sums from general revenues for fiscal years 2011-2012 and 2012-2013 to fund operations of the chief information officer and information technology steering committee.
