Appropriates $1,900,000 from the emergency and budget reserve fund to the Hawaii Primary Care Association for adult dental care at federally qualified health centers, with the Department of Human Services to report on number of beneficiaries, cost per person, administrative costs, and emergency dental procedure reduction by 20 days before the 2012 legislative session.

Appropriates $100,000 to Maui Community College, University of Hawaii for an adult dental care program.

Extends the lapse date for Act 191 appropriations from June 30, 2011 to June 30, 2012, with unexpended funds lapsing after the later date.

Adds "as a grant pursuant to chapter 42F, Hawaii Revised Statutes" language to 14 existing appropriations in Act 191 to organizations providing health, legal, and social services including domestic violence shelters, legal aid, and sexual assault treatment services.

Repeals the original Section 24 of Act 191 ($2,000,000 for QUEST dental care payments) and replaces it with the new Hawaii Primary Care Association grant structure.
