Appropriates $57,500,000 in general funds and $96,400,000 in federal Medicaid funds for fiscal year 2010-2011 to address a funding shortfall in the Medicaid program's health care payments.

Addresses a critical fiscal emergency caused by a 10-12 percent yearly increase in medical assistance recipients over the current and previous two fiscal years.

Federal medical assistance percentage will decrease from 62.63 percent to 51.79 percent on July 1, 2011, requiring an additional $6,000,000 in state general funds.

Funds will ensure timely payments to contracted health plans and prevent disruption in medically necessary services for program recipients.

Recommended by the governor for immediate passage as an emergency measure under Hawaii State Constitution Article VII, Section 9.
