Appropriates $11,523,511 in general revenues for HMS 211 (cash support for families) to provide assistance to approximately 9,849 families with dependent children for fiscal year 2010-2011.

Appropriates $40,000,000 from the Emergency Budget and Reserve Fund and $5,184,770 in general revenues for HMS 903 (work program services and maintenance of effort contracts) to prevent loss of federal Temporary Assistance for Needy Families funding.

Appropriates $520,815 in general revenues for HMS 204 (general assistance payments) to provide cash assistance to single, disabled, and unemployed individuals who cannot qualify for federal assistance.

Declares a critical funding emergency exists for fiscal year 2010-2011, with the Department of Human Services projected to expend all appropriated funds by the third quarter without these emergency appropriations.

Designates this Act as recommended by the governor for immediate passage under the Hawaii State Constitution, effective upon approval.
