Extends the deadline for the Department of Health to adopt greenhouse gas emission rules from December 31, 2011 to December 31, 2015.

Requires the department to establish greenhouse gas emission limits for sources to be achieved by January 1, 2020, and emission reduction measures to achieve maximum practically and technically feasible cost-effective reductions.

Mandates reporting and verification of statewide greenhouse gas emissions with the operative date moved from January 1, 2012 to January 1, 2016.

Allows the director to revise or adopt additional greenhouse gas rules after January 1, 2016 (previously January 1, 2012).

Takes effect July 1, 2011, providing the Department of Health flexibility to regulate greenhouse gas emissions as federal Environmental Protection Agency requirements become clearer.
