Removes the president of the Hawaii Criminal Justice Association from the panel that nominates members of the Hawaii paroling authority, as the organization no longer exists.

Replaces the Hawaii Criminal Justice Association position on the nomination panel with the president of the bar association of Hawaii.

Maintains the remaining five panel members: chief justice of the Hawaii supreme court, the director, a representative designated by the head of the Interfaith Alliance Hawaii, a governor-appointed member from the general public, and the president of the Hawaii chapter of the National Association of Social Workers.

Specifies that panel nomination requirements apply only to initial appointments to the paroling authority, not to subsequent consecutive terms for sitting members.

Contains no appropriation and takes effect upon approval.
