Amends Section 13 of Act 380, Session Laws of Hawaii 1997 by removing a sunset provision that would have prohibited new safe harbor agreements, habitat conservation plans, and incidental take licenses after July 1, 2012.

Eliminates the restriction on approving or issuing new safe harbor agreements, habitat conservation plans, or incidental take licenses under Hawaii Revised Statutes sections 195D-4, 195D-21, and 195D-22.

Allows the State to continue using these conservation tools indefinitely for protecting and conserving threatened and endangered species without the prior expiration date.

Takes effect upon approval of the legislation.
