Authorizes the Department of Land and Natural Resources to collect fees covering the technical assistance program costs for habitat conservation plans.

Allows the department to adopt rules pursuant to chapter 91 to establish fee structures for technical assistance related to developing, reviewing, or monitoring habitat conservation plans.

Requires technical assistance program fees to be deposited into the endangered species trust fund established in section 195D-31.

Adds technical assistance program fees as a new funding source (item 7) for the endangered species trust fund.

Effective July 1, 2030.
