Restricts leaf blower operation in residential zones and within 100 feet of residential zones to 8:00 a.m. to 6:00 p.m. on weekdays and 9:00 a.m. to 6:00 p.m. on Sundays and state or federal holidays.

Limits leaf blower use to a maximum of 15 minutes per day per one-quarter acre per parcel of property.

Defines "parcel" as a legal lot of record, with contiguous parcels owned by the same individual or entity counting as one parcel.

Applies restrictions only in urban land use districts as designated under section 205-2.

Takes effect on July 1, 2011.
