Adds definitions for "commercial driver's license downgrade" and "commercial driver's license information system driver record" to align with federal regulations.

Requires examiner of drivers to verify medical certification status of drivers self-certifying as non-excepted interstate operators beginning January 30, 2012, and post medical certificate information to the federal system.

Changes endorsement "V" to indicate medical variance information on the driver record and adds new restriction "W" to restrict drivers from interstate commerce.

Establishes procedures for downgrading commercial driver's licenses when drivers fail to provide required medical certification or when medical certification expires, with completion within 60 days.

Requires examiner of drivers to maintain medical certificate records for three years, post medical examiner information to the system within ten days, and track driver self-certification type and medical certification status in compliance with federal motor carrier safety regulations.
