Defines "aftermarket motorcycle frame" as a replacement frame for motorcycles certified by manufacturers to meet Federal Motor Vehicle Safety Standards, or frames for homemade motorcycles built as a hobby.

Allows county directors of finance to register motorcycles with aftermarket frames using the frame manufacturer's vehicle identification number, the certification label number, or a number assigned by the director.

Requires bills of sale and Manufacturer's Statements of Origin for the frame, engine, and transmission to be presented and retained in permanent county registration records.

Prohibits registration of motor vehicles and devices not certified by manufacturers to comply with Federal Motor Vehicle Safety Standards, except for special interest vehicles, reconstructed vehicles, and motorcycles with aftermarket frames.

Takes effect upon approval.
