Amends Hawaii Revised Statutes Section 261-5.5(c) to authorize the Department of Transportation to assess passenger facility charges on overseas and international passengers using state airports without regard to Chapter 91 administrative procedures.

Allows the department to establish passenger facility charges in accordance with Title 49 United States Code Section 40117 and Title 14 Code of Federal Regulations Part 158.

Prohibits passenger facility charges on flight segments between two or more airports within the State of Hawaii.

Enables the department to collect increases in passenger facility charges without amending administrative rules.

Takes effect on July 1, 2011.
