Increases the annual state motor vehicle registration fee from $25 to $45 for all vehicles and motor vehicles in Hawaii, except those exempted under sections 249-4 and 249-6.

Raises the amount deposited into the state highway fund from $20 to $40 per registration fee, while maintaining the $5 deposit into the emergency medical services special fund.

Requires counties to collect the increased state registration fee together with county vehicle registration taxes on a staggered basis as established by each county.

Takes effect on July 1, 2011.
