Extends the University of Hawaii's exemption from Hawaii's public procurement code (Chapter 103D) to December 31, 2012 (previously set to expire July 1, 2012).

Grants the state procurement office administrator authority to determine corrective actions for complaints regarding University of Hawaii procurement and impose administrative fines for noncompliance within 30 days.

Lowers the subcontractor disclosure threshold from 5% to 1% of total bid amount for University of Hawaii construction projects valued at $1,000,000 or higher.

Requires the University of Hawaii board of regents to submit annual reports to the legislature including procurement processes, protests, construction projects over $1,000,000, and proposed legislative recommendations in consultation with the state procurement office.

Effective July 1, 2030, with provisions requiring detailed reporting to the legislature by 2013 on compliance with subcontractor listing requirements and any formal complaints received.
