Appropriates funds from general revenues to Hawaii Livestock Cooperative as a grant under chapter 42F, Hawaii Revised Statutes, for fiscal year 2011-2012 (specific dollar amount blank in bill text).

Grants shall support modernizing equipment, expanding animal stock, developing new markets and products, and stabilizing operations at the cooperative's slaughter facility on Oahu.

Hawaii Livestock Cooperative operates the only slaughter facility on Oahu, currently processing 800 hogs per month, and faces potential bankruptcy without financial support.

Requires Hawaii Livestock Cooperative to submit a sustainable business plan report to the legislature no later than twenty days before the 2012 regular session, including planned fund uses, financial projections, and industry stakeholder commitments.

Takes effect July 1, 2050.
