Requires the Public Utilities Commission to accept original documents plus one electronic copy of applications, complaints, pleadings, briefs, and other filings from all parties no later than July 1, 2011.

Mandates the PUC accept either paper or electronic documents (without requiring both) no later than July 1, 2013, with electronic signatures satisfying signature requirements under Chapter 489E.

Establishes temporary filing requirements for electronic documents on compact disks in portable document format with specific naming conventions, separator pages, and tabbed dividers until the PUC adopts formal rules.

Authorizes electric utility companies and their affiliates to aggregate renewable portfolios to meet renewable portfolio standards and recover associated costs through automatic rate adjustment clauses without requiring a full rate case filing.

Requires the PUC to report to the legislature by twenty days before the 2012 regular session on implementation progress, hardware and software needs, funding requirements, and budget recommendations for electronic filing system.
