Requires the Department of Public Safety to formulate a plan by December 31, 2011 to reopen the Kulani correctional facility, which closed on November 20, 2009.

Plan must include an implementation process to transfer incarcerated persons back to and house new inmates at Kulani, with emphasis on providing sex offender treatment and rehabilitation services.

Department of Defense shall cooperate with Department of Public Safety to transfer the facility back and assist in identifying alternative sites for the Kulani Youth Challenge Academy.

Department of Public Safety must staff the reopened facility with former Kulani employees in their original positions, prioritizing those who were bumped, terminated, or transferred elsewhere at the time of closure.

Department of Public Safety shall submit the plan and findings to the legislature no later than twenty days before the 2012 regular legislative session convenes.
