Requires the primary caregiver in community care foster family homes to be a certified nurse aide with a minimum of 24 hours of continuing education every two years.

Requires substitute caregivers to be nurse aides with a minimum of 16 hours of continuing education every two years.

Mandates that homes must be certified and operating for at least one year before being approved to care for a third client at the nursing facility level of care.

Requires community care foster family homes to maintain and make available for inspection certificates of approval, case manager licenses, and caregiver certifications.

Becomes effective July 1, 2050.
