Mandates use of cool roof materials on all new residential and commercial construction in Hawaii beginning January 1, 2012.

Defines cool roof materials as those with high solar reflectance and thermal emittance that meet EPA ENERGY STAR standards, or materials with solar reflectance of at least 0.25 for steep-sloped roofs and 0.65 for low-sloped roofs.

Exempts residential structures without electrical or energy-consuming cooling systems and roof portions covered by solar energy systems from the cool roof requirement.

Allows variance requests to the state energy resources coordinator if cool roofs would not significantly reduce the building's energy consumption; variances are deemed approved if not denied within thirty working days.

Assigns county agencies responsibility for enforcing the requirement through the building inspection and permitting process.
