Prohibits electric utilities from refusing to pay for power at rates specified in Schedule FIT Tier 1 and Tier 2 (PUC Docket No. 2008-0273) based on the absence of a seller's tax form when the form cannot be completed before the commercial operation date.

Defines "company" as the public utility purchasing power, "commercial operation date" as when the seller notifies the utility that the energy project is operational, and "seller" as the power seller.

Takes effect upon approval and automatically repeals on June 30, 2015, or when the Public Utilities Commission issues a new decision and order superseding the referenced Schedule FIT provisions, whichever occurs first.
