Exempts multi-track public schools from the 180-day school year requirement for 2011-2013 and 2013-2015 school years, requiring instead no less than 171 days or 90% of days required for other non-charter public schools, whichever is greater.

Requires multi-track public schools to meet the same student instructional hours requirements as other public schools (915-990 hours for elementary in 2011-2013, 1,080 hours for both levels in 2013-2015).

Directs the Department of Education to submit a plan to the legislature by 20 days prior to the 2012 regular legislative session for implementing a 190-day school year with 1,140 instructional hours for non-charter public schools beginning in the 2015-2016 school year, with multi-track schools required to have 90% of those days.

Defines "student instructional hours" as time when students engage in learning activities including instruction and assessments, excluding lunch, recess, and passing time.

Effective date: July 1, 2050.
